In general, Canadian employers are required to obtain a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC) to hire foreign workers. However, there are some exceptions, and the Francophone Mobility Work Permit is one of them. So, in this article, I would like to share some general information about this program.

What is the Francophone Mobility Work Permit
The Francophone Mobility work permit is an LMIA-exempt employer-specific work permit for French-speaking foreign workers who are willing live and work in 1 of the 9 Canadian provinces or 3 territories outside Quebec.
Who qualifies for the Francophone Mobility Work Permit
To be eligible, the applicant must meet certain requirements as follow
- Meet the general eligibility requirements for a work permit
- Intend to live and work in 1 of the 9 Canadian provinces or 3 territories outside Quebec
- Prove French language ability in speaking and listening at an intermediate level (the Niveaux de compétence linguistique canadiens (NCLC) scale level 5 or higher).
- Have an offer of employment for a job that’s classified under any Training, Education, Experience and Responsibilities (TEER) category of the National Occupational Classification (NOC) system unless the offer of employment is for a job in a primary agriculture occupation under TEER 4 and 5
Employer steps for a Francophone Mobility work permit (before the workers apply)
Your Canadian employer must:
- Submit an offer of employment to IRCC through the Employer Portal using labour market impact assessment (LMIA) exemption code C16 for Mobilité Francophone
- Pay a $230 employer compliance fee
- Give the offer of employment number, a 7-digit number required for the application
